About Us

Polish House Davos 2023 under the auspieces of the President of the Republic of Poland Andrzej Duda official banner
Polish House Davos 2023 kropka dot logo small

Polish House is a venue of encounters and dialogue which promotes Poland and raises important questions about emerging economic and social issues of global importance. It is the place where ideas are turned into actions, whether it’s through exchanging thoughts about the opportunities or identifying present challenges. Every year, it opens its doors during the World Economic Forum Annual Meeting in Davos. Range of discussions, seminars and meetings with diverse stakeholders take place at the venue located at Promenade 67.

This year’s theme „Poland. Bridge to freedom” emphasizes Poland’s humanitarian help to Ukrainian refugees, destination for foreign investment and a geostrategic position connecting Western and Eastern economies. The agenda has been crafted to actively engage guests in discussions. CEE’s growth potential through tech-celeration and innovation, cybersecurity, renewable energy, digital economy, healthcare, space industry, sustainable development and geopolitical security – these are the key issues highlighted in the agenda. Discussions will be accompanied by the evening events with the Davos famous Polish Night.

Prominent figures in public administration including President of the Republic of Poland, H.E. Andrzej Duda and Prime Minister of Poland, H.E. Mateusz Morawiecki, investors, trade partners and acclaimed intellectuals will participate in the agenda of the Polish House.

Polish House is a joint venture of PZU, Polish Development Bank BGK, Bank Pekao, Bank PKO BP, Warsaw Stock Exchange, KGHM, Polish Development Fund and PGE and is expected to contribute to the Forum’s main agenda in a meaningful way.

Why Poland – Panel Discussion at Polish House Davos 2023

For more than 30 years Poland has been an attractive market for foreign investors who appreciate the country’s openness, geographic location and economic stability. The country is one of the biggest recipients of greenfield investments in the region, as well as a destination for numerous M&A transactions made by foreign entities. Recent global events have destabilized international trade and production, what influenced the shift from globalization to regionalization. Policymakers, economists and business leaders are concerned about shortening of supply chains and decreasing economic prosperity. The war in Ukraine has destabilized European energy markets and led to price volatility, supply shortages, security issues and economic uncertainty. Today, the energy sovereignty is emerging as a top priority for Europe’s future. Nuclear energy is a vital element in responding to the modern energy challenges. It is the second largest source of clean electricity globally, leaving a low-carbon footprint and generating more power on less land than any other eco-energy technology. The nuclear energy industry and its related activities represent a high-tech industrial sector in the EU economy and a significant source of GDP, added value, employment and exports. The debate will focus on the Polish energy strategy and investments in the nuclear energy infrastructure. The Polish government has included nuclear energy alongside renewables as a key strategic project that will help to decarbonize the power system, enhance energy independence and ensure the security. Poland decides to engage in new strategic partnerships with international entities that use proven and safe nuclear reactor technology. Given the chosen direction it is apparent that the future of nuclear power in Europe will largely be decided by Poland. How can Europe achieve energy sovereignty? Will the Polish ambition in nuclear energy sector guide the energy pathway to guarantee the European economic stability? How can new solutions be deployed at speed and scale?

Democratic Belarus – Debate at Polish House Davos 2023

The fraudulent presidential election in Belarus in August 2020 and the Russian invasion of Ukraine on February 24 2022 led to a massive business climate deterioration inside Belarus. As a reaction to it, members of the Belarusian business community increasingly chose to leave Belarus for countries offering security and favourable business conditions. With most of the Belarusian business community members choosing Poland and Lithuania as their new destination countries, investing and creating new working places, decisive policy steps are needed in other countries as well in order to support a fair private Belarusian business diaspora and relocate it to the new markets worldwide. Jerzy Kwieciński is a graduate of Faculty of Materials Engineering of the Warsaw University of Technology and holds a degree of Doctor in the field of technical science. He also participated in the works preparing Poland for membership in the European Union. Between 2004 and 2005 he was the President of Europejskie Centrum Przedsiębiorczości sp. z o.o, where in 2008-2015 he acted as a Vice-President of the Management Board. In 2005, Jerzy Kwieciński took a position of the Undersecretary of State at the Ministry of Regional Development, where he coordinated the national development policy and cohesion policy, including the work on the National Development Strategy for 2007-2015 and the National Cohesion Strategy for 2007-2013. Between 2008 and 2015, he served as President of the Management Board of JP Capital Group sp. z o.o., specializing in preparation and implementation of projects and innovations, including establishing and running start-ups. In that period he was also head of Fundacja Europejskie Centrum Przedsiębiorczości (European Entrepreneurship Centre Foundation). In 2015, he was appointed the Secretary of State in the Ministry of Development. Since 2015, he has been a member of the National Development CouncilIn November 2015, he was appointed the First Deputy of the Deputy Prime Minister in the Ministry of Development. From January 2018, he held the office of the Minister of Investment and Development, and from September 2019 he served also as the Minister of Finance. He held both functions until November 15, 2019. He worked on, among others on preparation and implementation of the Strategy for Responsible Development and implementation of cohesion policy. From January to December 2020 he acted as President of the Management Board of Polskie Górnictwo Naftowe i Gazownictwo S.A. (PGNiG), he has been a member of the Supervisory Board in TUW Polski Gaz, Europolgaz SA and President of the Board of Directors PGNiG Upstream Norway. From March 2021, Chairman of the Supervisory Board of Pekao Investment Banking S.A. and since April 2021, Member of the Supervisory Board of Pekao Leasing Sp. z o.o.

    The Management Board of PGE discloses that on January 4, 2023 the Supervisory Board adopted resolution on appointment of Mr. Rafał Włodarski to the Management Board of the eleventh term of office as from January 9, 2023 and entrusting him the position of the Vice-President for Support and Development. Rafał Włodarski is a legal counsel with over 10 years of experience in corporate and regulatory legal services for companies in the energy sector, which involves supporting companies both in their day-to-day activities and in transactions, as well as implementing innovative solutions and representing companies in precedent-setting proceedings. He gained extensive transactional experience in share deal and asset deal transactions, in establishing rules of cooperation between shareholders (joint ventures) and in comprehensive due diligence analyses involving the identification of legal risks associated with companies’ activities. His area of expertise also includes legal advice to energy sector companies and electricity consumers on current and planned legislation, in particular on renewable/CHP self-generation, Corporate PPAs and RES auctions. Until January 2023 Mr. Rafał Włodarski served as Deputy Director of the Supervision Department I at the Ministry of State Assets, and prior to joining the Ministry of State Assets he worked with leading law firms in Poland, where as a member of the Energy & Natural Resources, Corporate/M&A and Banking&Finance practices he participated in a number of key transactions in the Polish market, with an aggregate value in excess of PLN 10 billion. Moreover, between September 2020 and January 2023 he was the Supervisory Board member of ENEA S.A. A graduate of the Faculty of Law and Administration of the University of Warsaw. In 2013, after completing his legal counsel training conducted by the Warsaw Bar Association, he was admitted to the bar. Mr. Rafał Włodarski has stated that his activities outside PGE are not competitive in relation to activities of the Company and that he is not participating in a competitive company as a partner in a partnership, in a civil partnership or as a member of body of a capital association, and he is not participating in other competitive legal person as a member of its body. He was born, raised, and studied in the UK. During this period, he was directly involved in the acquisition of companies from the Asseco South Eastern Europe holding, as well as conducting the IPO process for the same holding on the Warsaw Stock Exchange. Between 1996 and 1998, he was the CFO at Delta Software, and next, from 1998 to 2003, a Senior Manager at Veraudyt. In the years 2004-2006, he headed the Treasury Department at Softbank S.A., where he was also appointed VP Finance in the subsidiary Sawan S.A. From 2007 to June 2009, he led the Controlling and Investments Division at Asseco Poland S.A. Mr Kozłowski earned his master’s degree at the Faculty of Organization and Management, Warsaw University, in 1998. He completed the Project Management Programme by PMI in 2004, the International Accounting Standards Programme by Ernst & Young Academy of Business in the years 2005-2006, and The Emerging CFO: Strategic Financial Leadership Programme by Stanford GSB in 2019.

Silvia has also been part of various auction design teams and was part of the US FCC Incentive Auction (which grossed over $19 billion) design team.     Beata Daszyńska-Muzyczka has been professionally active in the banking sector for over 25 years. From 1994 to 2016 she was employed at Bank Zachodni WBK (currently Santander Bank Polska). She managed many divisions and, among other things, the implementation of strategic projects, such as a new branch model or MiniBank24 electronic banking. She was responsible for the restructuring and optimization of banking processes. She managed the Logistics and Real Estate Division and she was the Chairwoman of the Supervisory Board of BZ WBK Nieruchomości. She was responsible for the project of transforming the organizational culture „Bank of the New Generation”. She also headed the Business Partnership Division. In 2015, Beata Daszyńska-Muzyczka was appointed the Management Board Member of BZ WBK. Beata Daszyńska-Muzyczka is the 20th president of BGK since the bank was founded almost 100 years ago. Together with other members of the management board, she prepared and implemented a four-year strategy for 2017-2020, which allowed BGK to focus more on the key areas of activity: financing and mobilizing capital for investments, export and enterprise development, supporting sustainable development, as well as efficient distribution of EU funds. Within four years, BGK’s ability to mobilize capital for economic development increased fivefold. Additionally, the bank, while implementing its new strategy, strengthened its activity outside Poland and opened representative offices in London, Brussels, Frankfurt and Amsterdam. More are planned in the United States and Asia. The bank’s management board has prepared another strategy for 2021-2025. Its business pillars are: sustainable development, social commitment, international cooperation and business. As Beata Daszyńska-Muzyczka says „our ambition is to inspire, show the way, be a leader in sustainable social and economic development programs”. President Daszyńska-Muzyczka is the originator and initiator of the establishment of the most important financial project in Central and Eastern Europe – the Three Seas Initiative Fund, and since 2019 she has been the chairwoman of its supervisory board. The aim of the Fund is to develop infrastructure in the countries of the Three Seas region by financing transport, energy and digital projects, which will support the integration and economic cohesion of the entire EU. She is also the originator of the 3W: Water-Hydrogen-Carbon initiative, implemented by BGK. She announced this initiative in August 2021 during the 3W Congress: „Water-Hydrogen-Carbon”, organized for the first time as part of the „4th Development Vision Forum in Gdynia”. The bank itself has become one of the ten best-rated companies in Poland in the Ranking of Socially Responsible Companies and has won the TOP Employer title four times. Beata Daszyńska-Muzyczka is a member of the College of the President of the Republic of Poland for International Policy, which is part of the President’s International Policy Office. She is also a member of the Chapter of the Economic Award of the President of the Republic of Poland and the chairwoman of the program council of the Federation of Polish Entrepreneurs. She sits in the board of the Economic Award Forum „Wizja Rozwoju”, the program board of the ICAN Management Review Congress, and the Board of the Medical University in Wrocław. Martin Wolf was born in London in 1946 to Jewish parents who had escaped Europe to avoid the Holocaust. Wolf claims his family roots were the reason he decided to pursue economics as a career as he believed the (second) World War was caused mainly due to socio-economic reasons. He attended Oxford, where he received his undergraduate degree from Corpus Christi College. He later attended Nuffield College (also at Oxford) where he received his MPhil in economics. Here he mainly studied the importance of international trade in developing economies. Wolf was always a fan of practical economics and supposedly did not pursue a PhD because he did not want to turn into just an academic.

    The Management Board of PGE discloses that on February 19, 2020 the Supervisory Board adopted resolutions on appointment of Mr. Wojciech Dąbrowski to the Management Board of the eleventh term of office as from February 20, 2020 and entrusting him the position of the President. Mr. Wojciech Dąbrowski has been working as a manager in the energy sector for ten years. From November 2017 to February 2020, he was the President of the Management Board of the PGE Energia Ciepła S.A., where he completed the process of Polish heat industry asset integration, acquired by PGE Polska Grupa Energetyczna S.A. from the French company EDF. He created a strong business line within the PGE S.A. Capital Group. In 2019, he completed the process of heat assets integration, which was a part of a broader business initiative by the PGE Capital Group. From January 2016 to November 2017, he was President of the Management Board of the PGNiG Termika S.A., where he completed the process of acquisition in PEC Jastrzębie and SEJ Jastrzębie, strengthening the market position of PGNiG Termika. Between 2011 and 2016, he was Vice-President of the Municipal Heat Energy Company in Wołomin Ltd. He graduated from the Faculty of Law and Administration at the University of Warsaw, where he was awarded a Master of Law degree. He later completed postgraduate studies at the Warsaw University of Technology, in the Faculty of Power and Aeronautical Engineering, in the area of steam exploitation, gas and steam-gas power plants, combined heat and power plants. Moreover, he is a graduate of the Leon Kozminski Academy of Entrepreneurship and Management, and he can boast a further degree from the University of Warsaw, in Management in Public Administration. Mr. Wojciech Dąbrowski has many years of experience in management, both in central and local governments. His main area of focus was investment and legal consultation in the area of obtaining funds from the EU. He also led expert teams in the realization of investments. He supervised modernization and investment projects in the M&A area, as well as restructuring and development schemes in companies striving to improve their operations and profitability. In 2019, he was appointed President of the PTEZ (Polish Association of Professional Heat and Power Plants) by the National Assembly of PTEZ Members. He is a member of the Management Board of the Polish Electricity Association (PKEE) and Regulating Committee (Komitet Sterujący) for scientific research and development in the sphere of security and national defense at the National Center for Research and Development. He participates in public debates which are chiefly concerned with development within the energy sector, environment protection, waste management and energy security. He has advocated active cooperation with local governments and local heating distributors, which has contributed to the development of the local heat markets and consequently improved the cleanliness of the natural environment and quality of life in local communities. He has supported and promoted cogeneration technology as the most effective and environmentally-friendly means of producing electricity and heat. He has also taken part in a program for the development of support scheme for cogeneration.

    Alain Pilloux took up the position of Vice President, Banking on 15 November 2016. He has overall responsibility for the effective delivery of the Bank’s investment and advisory activities in the EBRD’s thirty six countries of operations, as well as contributing to the delivery of policy engagement activities. He is a member of the Executive Committee and other leadership fora. Prior to his appointment, Alain served as Acting Vice President for Policy & Partnerships where he was responsible inter alia for coordinating the Bank’s strategies and policy engagement, as well as mobilizing and managing multilateral and bilateral donor funding and overseeing the EBRD’s engagement with key external partners. After starting his career at the Inspection Générale des Finances in Paris, Alain joined the EBRD in June 1992 as a senior banker. He held various management responsibilities over the years, including Country Director for Poland (1995-1997), Business Group Director for Central Europe and the Baltic States (1998-2005), Managing Director for Russia, based in Moscow (2006-2009), and Managing Director for Industry, Commerce and Agribusiness (2010-2015). Since 2014 he also had responsibility for the Bank’s direct equity and equity funds investments across sectors and regions.     Sviatlana Tsikhanouskaya is the leader of Belarusian democratic forces who beat the autocratic president Aliaksandr Lukashenka in a presidential election on August 9th, 2020, according to independent observers. She stepped into the race after her husband was arrested for his presidential aspirations. Lukashenka publically dismissed her as a “housewife,” сlaiming that a woman can’t become president. Tsikhanouskaya united Belarusian democratic forces together with two other leaders – Maria Kalesnikava and Veranika Tsapkala. After her forced exile, Tsikhanouskaya inspired unprecedented peaceful protests around Belarus, some of which numbered hundreds of thousands of people. She visited more than 20 countries gathering support for free Belarus. She advocates for the release of 500+ political prisoners and peaceful changes through a free and fair election. In her meetings with Chancellor Merkel, President Macron, President von der Leyen, President Charles Michel, and other world leaders, she emphasized the need for a braver response to the actions of the Belarusian dictatorship. Tsikhanouskaya became a symbol of peaceful struggle for democracy and female leadership. Among dozens of other distinctions, Sviatlana Tsikhanouskaya is a recipient of the Sakharov Prize awarded by the European Parliament. In 2020, Lithuanian President Nauseda and Norwegian MPs nominated her for the Nobel Peace Prize. She is included in Bloomberg’s TOP-50 Most Influential People, Financial Times’ Top 12 Most Influential Women, and POLITICO’s Top 28 Most Influential Europeans.

    Sławosz graduated with honours with a master’s degree from the Technical University of Łódź, Poland, in 2008 and a master’s degree from Université de Nantes, France, in 2008. In addition, he received a Diplôme d’Ingénieur from École Polytechnique de l’Université de Nantes, France, in 2008. In 2011, Sławosz earned his Doctorate in radiation-tolerant designs for space applications from the Université d’Aix-Marseille, France. Next to his mother tongue Polish, Sławosz also speaks English and French. During his doctorate, Sławosz worked as a radiation effects engineer at STMicroelectronics focusing on the next European radiation-tolerant and radiation-hardened digital CMOS technologies for space applications in Crolles, France. In 2011, Sławosz joined the European Organization for Nuclear Research (CERN) in Geneva, Switzerland, working as a reliability expert. His duties included for example leading radiation test campaigns in ESA test facilities to qualify electronics components and systems for space and accelerator use. In 2013, he was appointed as a project lead and senior reliability engineer at CERN where he was in charge of the creation of a radiation-tolerant power converter control system which has been a core part of the Large Hadron Collider LHC since 2017. From 2018 to 2020, he was an Engineer in Charge of LHC, being responsible for the day-to-day 24/7 operations of CERN’s largest accelerator and assuring its optimum exploitation. In 2019, he was serving as a technical expert and evaluator for the EU’s research and innovation funding programme Horizon 2020 reviewing European space technologies for the Research Executive Agency (REA) at the European Commission in Brussels, Belgium. Alongside his professional career, Sławosz’s interests have always been closely related to space applications. He lectured on space system designs for international schools of engineers SERESSA 2014 and 2021 (School on the Effects of Radiation on Embedded Systems for Space Applications) and organised workshops between CERN and NASA as well as workshops for the private sector. He has authored a book on radiation effects, numerous publications and organised multiple international scientific workshops and lectures. From 2014, he was also an active volunteer reviewing multiple commercial space satellite projects such as the ICEYE constellation as well as Polish space missions like PW-SAT2, HyperSat and EagleEye. On his days off, Sławosz is outside testing his limits on high-altitude mountaineering expeditions, travelling to remote places or on a sailing boat, enjoying time with friends, sharing his sailing experience or taking part in competitive regattas. In November 2022, Sławosz was selected as a member of the ESA astronaut reserve.

Prior to working with entrepreneurial aerospace firms, Stephen worked as a senior analyst for DFI International (now Avascent Group) in Washington, DC, managing and researching numerous projects for Fortune 100 aerospace and defense firms. Stephen holds a bachelor of arts in international studies from the Johns Hopkins University and a master of arts in international economics and strategic studies from the Johns Hopkins School of Advanced International Studies (SAIS) where he received the William C. Prior to joining Uber, Mr. Andrijanič was a Visiting Fellow at the Wilfried Martens Centre for European Studies in Brussels, where his research focused on EU’s foreign and energy policy. Mr. Andrijanič worked closely with Members of the European Parliament and senior officials at the European Commission on some of the key foreign policy issues facing the EU. Before coming to Brussels, he advised the Government of Sierra Leone on natural resource governance reform. In his native Slovenia, he co-founded and led some of the leading NGOs aimed at promoting active citizenship and entrepreneurship. Mr. Andrijanič was a speaker at various international conferences in Europe and the US, and has published in the European View, an international journal published by Springer. He became a David Rockefeller Fellow at the Trilateral Commission in 2017. Mr. Andrijanič received his Master’s in public policy from the University of Oxford and has a degree in law from the University of Ljubljana.

He also completed a postgraduate course in intelligence policy (King’s College London), a training course for staff officers (US Naval Postgraduate School in Monterey), as well as a course in defence policy programming and strategic management (Defence Academy of the United Kingdom – Shrivenham). He is a recipient of scholarships from the UK Ministry of Defence (2004), US Department of State (2007), Asmus Policy Entrepreneurs Fellow of the German Marshall Fund of the United States (2013) and participant in the program of the Munich Security Conference Munich Young Leaders (2019). Having held senior positions in the Polish administration (the Parliament of the Republic of Poland, Chancellery of the Prime Minister, Ministry of National Defence), defence industry, public media and the European Parliament he has extensive experience in the national security domain, in particular defence and armaments policy, oversight of the special services and public media. Before taking up the position of the Permanent Representative of the Republic of Poland to NATO, in 2015-2019, he was the deputy minister of national defence responsible among others for international affairs, organization of the NATO Summit in Warsaw in 2016, Strategic Defence Review and negotiations on enhancing the American military presence in Poland. He is an author of numerous publications on the aforementioned issues, published both in Poland and abroad. His interests are in the classic military strategy, in particular the relationship between technology and strategy, intelligence strategy, defence economics, as well as problems of coordinating national security policy.

    Jüri Luik is an Estonian diplomat and politician who served as the Minister of Defence in the government of Prime Minister Jüri Ratas. In addition, he chaired the EPP Defense Ministers Meeting, which gathers the center-right EPP ministers ahead of meetings of the Foreign Affairs Council (FAC).

    Permanent Representative of Slovakia to NATO

     

    Peter Bátor has worked as diplomat, analyst, policy adviser and speechwriter for two Presidents of Slovakia, ministers, deputy ministers and ambassadors. His diplomatic experience include posting to the Permanent Delegation of Slovakia to NATO in Brussels, where he served as Deputy Permanent Representative and later as Chief Political Adviser to the Slovak Permanent Representative. Before his posting to NATO he had served as Director of Cabinet and advisor to Deputy Minister of foreign affairs. He had held different positions at the Slovak Ministry of Defence, including the position of Director of International Crisis Management and Arms Control Division, NATO analyst, and legal adviser (international law). Throughout his career, Peter Bátor has focused on foreign and security policy, with special emphasis on NATO, Eastern Flank, Western Balkans and international conflicts. In the recent years, he has also focused on cyber security, and its impacts on security of states and international organizations. He has a short-term field experience from Afghanistan, Iraq and Kosovo. In 20 years, he has extensively cooperated with governmental and non-governmental organizations, and academia. He is founder of the first Slovak cyber security web portal and former President of the Slovak George C. Marshall Centre Alumni Association. He holds MA and PhD. in international affairs and diplomacy from Matej Bel University in Slovakia, and graduated a program in Security Studies at George C. Marshall Centre for Security Studies in Garmisch Partenkirchen, Germany. He speaks English, some German and has passive knowledge of French.
